Maintaining California's Busiest Roadways

The State Highway Operation and Protection Program (SHOPP) funds projects that relate to maintenance, safety, operation, and rehabilitation of some of California's busiest roads – the state highway system.

Funding for SHOPP projects is a mixture of Federal and State funds, and includes the Road Maintenance and Rehabilitation Account created by SB 1. Projects are identified through periodic condition assessments as well as field reviews. It is a ‘fix-it-first’ program that emphasizes repair and preservation, emergency repairs, safety improvements, and operational improvements.
